(The Smurfs)

    shot0009_00-05-16.JPG

zz[THE DETAILS: BEFORE YOU ACCEPT AN ATM-DEBIT CARD FROM YOUR BANK, KNOW THE FACTS]

"Easier," "more convenient," "less burdensome," and offering "greater access to your money" than checks, "traditional" ATM cards, or credit cards...this new "debit" card appears to have it all, according to the banks.

Most banks have either issued, are promoting, or are considering giving their customers a new access device known as a debit card -- often called "check cards." A debit card is an upgraded ATM card branded with the Mastercard, VISA, or other familiar credit card company logo. In addition to using it either in ATM machines or at the relatively small number of merchants with PIN-based card readers, you can use your new ATM card in "off-line" transactions at many of the thousands of locations credit cards are accepted (Although not all, for example, while most car rental firms will let you pay your final bill on a debit card, most require that you "rent" the car on a credit card).

While offering consumers definite advantages -- you can save money because you are spending money from your checking account rather than paying interest on a credit account and you can use them everywhere credit cards are accepted -- debit cards also come with their fair share of risks. Unfortunately, many consumers may learn of these risks only after they have lost money from their bank account.

     1) THIEVES HAVE EASIER ACCESS TO YOUR MONEY. Banks promote the fact that debit cards work like a credit card to allow you to make purchases at department stores, entertainment locations and specialty stores -- places where you cannot usually use a traditional ATM card. The major difference between the new debit cards and traditional ATM cards? Debit cards can be used without entering a personal identification number or PIN, in what is known as an "off-line" transaction.

Unlike a credit card, however, if you lose your debit card, a thief can drain your entire bank account (and even your line of credit) -- without knowing your PIN. Furthermore, unlike a check, a photo ID is generally not required by the merchant to use a debit card.

AND EVEN IF YOU DON'T LOSE YOUR CARD, a thief who knows your card number can drain your bank account. Although on-line transactions (where a PIN is required) and ATM machine receipts include a truncated (or shortened) version of your account number, off-line receipts include the full number. Save or completely destroy all receipts.

    2) DEBIT CARDS MAY SUBJECT CONSUMERS TO GREATER LIABILITY FOR UNAUTHORIZED TRANSACTIONS. While debit cards, which automatically deduct money from your checking account, may save you money over interest-bearing credit cards, there are important differences between a credit card and a debit card in terms of how much you may owe when someone makes unauthorized charges on your account.

Credit cards are regulated by the Truth In Lending Act (Federal Reserve Board Regulation Z). Your liability for any unauthorized transactions made on your account before you report a lost or stolen card is limited to $50. Notification to the card issuer is given when you take reasonable steps to inform the card issuer in person, by telephone, or in writing, of the loss, theft, or unauthorized use of your card, whether or not the card issuer does in fact receive the information.

ATM debit cards are regulated by the Electronic Funds Transfer Act (Federal Reserve Board Regulation E). Although many banks say your liability is limited to $50 with debit cards, you should ask to see their written policy. Some states, such as Massachusetts, may limit your liability to less than the Regulation E maximums. Ask your attorney general or state banking commissioner. (In late July-early August 1997, VISA and Mastercard banks announced that they would voluntarily limit liability to $50 or less, although some banks may not comply until 1 January 1998.)

Under federal ATM debit card law, Regulation E, you may be held liable for unauthorized transactions in 3 tiers:

    I) $50 IF YOU NOTIFY THE BANK WITHIN 2 DAYS OF FINDING OUT YOUR CARD IS LOST OR STOLEN;

     II) UP TO $500 IF YOU NOTIFY YOUR BANK AFTER 2 DAYS OF LEARNING OF THE LOSS OR THEFT;

III) POTENTIALLY, UNLIMITED LIABILITY FOR ALL UNAUTHORIZED TRANSACTIONS THAT OCCUR AFTER 60 DAYS FROM WHEN YOU RECEIVE YOUR STATEMENT CONTAINING THE UNAUTHORIZED TRANSACTIONS IF YOU FAIL TO NOTIFY YOUR BANK WITHIN 60 DAYS OF RECEIVING YOUR BANK STATEMENT.

Your liability for unauthorized transactions made before your statement is sent, and up to 60 days following, is based on the first two tiers of liability. If someone makes an unauthorized transaction on your account without actually obtaining your card, the first two tiers of liability do not apply, but you would be liable for all transactions that occur after the close of 60 days of receiving your statement and before you give notice to the bank.

     3) YOU MAY BE WITHOUT YOUR MONEY FOR A PERIOD OF TIME IF A THIEF ACCESSES YOUR ACCOUNT: What makes matters much worse is that while a dispute over fraudulent use of a credit card involves money you (or the thief) allegedly owe the bank, a dispute over fraudulent use of your debit card involves you fighting to get your own money back. You may bounce other checks because your account was ripped-off. You may incur late fees or have a black mark put on your credit report because of overdrafts due to fraudulent debits. (If you do have a problem, demand that the bank makes you whole by paying all bounced check fees and accrued interest on your credit line, if any, and sending letters to any creditors and to the credit bureaus, if any of your checks bounced due to the thief. Confirm later yourself that your credit reports have been corrected -- Get the PIRG "watchdog fact sheet "credit.")

Even if the bank does not impose the maximum liability under the three-tiered structure, you can be without the use of your money for up to 10 days, and in some cases, up to 45 days while the bank investigates the reported unauthorized transaction. If the transaction resulted from a point-of-sale debit card transaction (at a merchant location), the time periods allowed for the bank to complete its investigation are doubled -- to 20 days which may be extended to 90 days.

     4) YOUR BANK MUST DISCLOSE WHAT YOUR LIABILITY IS IF IT CHOOSES TO IMPOSE LIABILITY: If a bank chooses not to impose any liability on its customers for unauthorized transactions that occur on their accounts, it does not have to make any liability disclosures. If your bank does choose to impose liability, however, whether under federal or state law or other applicable law or agreement, it must give you a summary of your liability for unauthorized transactions to your debit card and the procedures it will follow to resolve unauthorized transactions before you make the first transaction on your debit card.

     5) BANKS MAKE MORE MONEY FROM DEBIT CARDS: Banks make more money when you use a debit card than when you write a check. The bank gets a fee, or merchant discount, from the merchant who accepts the card, the bank saves money on check clearing costs, and there is less float time--the time it takes for a check to clear. The bank receives a percentage fee of up to 2% of every off-line transaction amount, as opposed to a flat fee of 7.5 to 10 cents for each on-line transaction with a PIN.

     6) PREVENTIVE STEPS TO AVOID LIABILITY FOR UNAUTHORIZED TRANSACTION: a) Watch your checking account balance.
    b) Call your bank immediately to report a lost or stolen debit card.
    c) Check your statements immediately for unauthorized transactions.
    d) Complain by phone and in writing to your bank as soon as you notice any transactions on your statement you did not authorize.
    e) Get the full name of anyone you speak with on the phone at the bank.
    f) Ask the bank for a copy of your rights in Electronic Funds Transfer Act (Regulation E) disputes.

     7) WHERE TO COMPLAIN: a) If you cannot resolve a debit-card related problem with your bank, you should write to:

     Federal Reserve Board
    Washington, DC  20551

    b) In addition, send copies of your complaints to PIRG.

    quote from [夏天的圣诞节]

Remember always what you set out to get, and please don’t settle for less.

Deciding to get back together with someone is a complicated and difficult decision. Just remember that the person you are getting back together with is the same person who, not long before, looked you in your beautiful face, took full stock of you and all your qualities, and told you that he was no longer in need of your company. If aliens haven’t recently abducted your beloved and switched his brain for the brain of a guy who’s really into you, please consider the option that the bum maybe just got a little lonely.

    [Joke] Barber & Asian Americans

    ---------- Forwarded message ----------
    Date: Thu, 04 May 2006 09:38:43 -0700 (PDT)
    From: S. B. Woo <sbw@80-20.us>
    Subject: Barber & Asian Americans

An Asian American whom I know emailed me this JOKE ON ASIAN
AMERICANS.  Upon finishing reading it, I laughed and cried.  It is so
funny only because it has such an element of truth to it.  Hence I want
to share with all of you.

                   Subject: Barber & Asian Americans

There is this good ol' barber in some city in US.
One day a Caucasian florist goes to him for a haircut.  After the
cut, he goes to pay the barber and the barber replies: "I am Sorry,
I cannot accept money from you; I am doing a community
service." The florist is happy and leaves the shop. The next
morning when the barber goes to open his shop, there is a
"Thank you" card and a dozen roses waiting at his door.  An
African American cop goes for a haircut and he also goes to pay
the barber and the barber replies: "I am Sorry, I cannot accept
money from you; I am doing a community service." The cop is
happy and leaves the shop. The next morning when the barber
goes to open his shop, there is a "Thank you" card and a dozen
donuts waiting at his door.  An Asian Software Engineer goes for a
haircut and he also goes to pay the barber and barber replies; "I
am Sorry, I cannot accept money from you; I am doing a
community service." The next morning when the barber goes to
open his shop, guess what he finds there - A dozen Asians
         waiting for a free Haircut.

Those of us who don't belong to that group can laugh and cry with
me.  Others of us may want to use this joke as a mirror.

We can't think that the more freebies we can get from others, the
better we will be.  For example, our past tendency to let others fight
for our battles has resulted in NO ONE FIGHTING FOR US AT ALL,
not us ourselves and not even some of the AsAm politicians.

Laughing and crying at the same time,

... (I gave up now, guys)

Well, I just wanted to paraphrase nicci's friend's word: we are like our advisor's bitches...

    seems nobody gets me anyway...

Once Monica and Rachel agreed to stop fighting, Phoebe commented, "If we were in prison, you guys would be like, my bitches."

key word: grad school, grad students, advisor's bitches

    zz[U-M may loosen tenure rules]

ANN ARBOR -- University of Michigan leaders are considering changes to the time-honored tradition of tenure that may help women -- who historically are underrepresented on faculty -- earn permanent teaching positions at the university.

The Board of Regents is expected to vote this year whether to allow -- but not require -- colleges to offer new part-time tenure opportunities and to lengthen the period from eight to 10 years in which to earn tenure, which protects a professor from termination.

The university's current tenure practices were designed during the World War II era, when men were considered the breadwinners, and their wives were managers of the household. These polices are "too rigid" to conform with the diverse backgrounds of faculty today, according to a university committee that recommended changes to the tenure policies.

"We are trying to fit a 21st-century lifestyle into a 20th-century paradigm," said Jean Waltman, a research specialist at U-M's Center for the Education of Women, which has researched the gender gap at the university.

"Instead of condemning the women, let's change the system. Let's have some leeway."

Women made up just 28 percent of the tenured or tenure-track faculty in 2004 on the Ann Arbor campus, with poorest representation in fields such as math, chemistry and engineering. Flexibility in the tenure system is often cited as a way to attract and retain women in academia, said Gloria Thomas from the Washington-based American Council on Education.

"Michigan is saying we need to do this to remain competitive," said Thomas, associate project director of the council's Office of Women and Higher Education. Michigan would be fostering a structure that allows women to succeed, she said.

The university's faculty members have a maximum of eight years to earn tenure or be terminated. The number of articles published in scholarly journals, instruction and research, and grant funding for such projects are considered in granting tenure.

A committee appointed by U-M leaders to consider flexibility in tenure recommended extending the maximum time to earn tenure to 10 years, noting that faculty members often have to juggle work and care for young children, a partner or ailing parents.

The extra time, advocates say, would allow faculty members with significant personal obligations to complete the extensive research requirements needed for tenure.

In addition, the committee suggested creating a policy to allow faculty members to work part time and still work toward tenure on a prorated basis. Currently, if an employee works less than 80 percent, that time is not counted toward earning tenure.

Dr. Claire Duvernoy, 41, assistant professor of medicine at U-M, started on the tenure track in 1998. Eight years later, she has two children and still hasn't earned tenure.

"People look at me and say, 'You've been here for eight years; why don't you have tenure yet? How can you still be here?' " said Duvernoy, interim chief of the cardiology section at Veterans Affairs Ann Arbor Healthcare System.

Technically, she hasn't had adequate time on the tenure clock. After her first baby was born in 2000, she went back to work at 75 percent time, which doesn't count toward tenure.

"The truth is at this point, I feel I'm ready to make tenure," Duvernoy said. "I feel my CV (curriculum vitae) is strong enough. I feel I'm being held back."

Under changes to the policy, working 75 percent time would be worth 75 percent on the tenure clock.

A 2003 report called "Women at the University of Michigan" documented the underrepresentation of women in faculty positions.

The report found "the university lags dramatically behind the national pool in terms of gender representation. Despite having an adequate number of Ph.D.'s in most fields, the percentage of women faculty within most academic disciplines at U-M continues to be at or below the 1979 national levels of women's Ph.D.'s attainment."

Since then, U-M has taken steps to attract and retain female faculty through outreach programs. Also, U-M President Mary Sue Coleman committed, along with other research university presidents, to remedy gender inequality among faculty with family-friendly policies.

Anna Michalak, an assistant professor in the College of Engineering, believes flexibility in the tenure system is good, but she wishes there was a way to convince men to make use of the flexibility as well. Michalak, who doesn't have children and who is working toward tenure, worries others may perceive that women need more time to earn tenure.

"If I chose to take seven years for tenure rather than 10, am I going to be judged with more scrutiny?" asked Michalak, who is part of the Department of Civil and Environmental Engineering and Department of Atmospheric, Oceanic and Space Sciences.

"My main concern is that it will create an expectation that women take a certain amount of time."

If the changes are approved, individual colleges at the university would still have discretion on whether to apply the changes. That means different colleges on campus may have various amounts of time for tenure review.

Research shows that babies play a significant role in whether women will earn tenure. Women with doctorates in science who have children early in their academic career have a 53 percent chance of earning tenure; by contrast, men who become fathers early on have a 77 percent chance, according to a research at the University of California-Berkeley.

U-M offers several policies to help parents. In addition to six weeks of maternity leave, women can chose to stop the tenure clock for one year or choose modified duties.

Stopping the tenure clock allows women to spend one year as an assistant professor, which is not counted toward the tenure time.

Any faculty member -- male or female -- can also be granted a tenure-clock stop if they experience significant dependent care demands. Faculty can only use this policy one time.

Under modified duties, women who are pregnant or who have recently given birth can take a semester off from teaching and still receive full pay. The policy was changed recently to include men who are equal caregivers, and it now applies to adoption.

A Web survey sent out during the 2003-04 academic year to all female faculty who are tenured or on the tenure track found that among the respondents who had given birth while at U-M, nearly two-thirds used the modified duties policy.

Those who chose not to stop the tenure clock or use modified duties said they weren't aware of the policies, didn't need to use them or feared using the policies would hurt their career.

Kristy Martyn, a mother of two, believes the additional tenure changes would help women be more successful. She wishes the policies were around when she had her children.

"I'm sorry this won't apply to me," said Martyn, an assistant professor of nursing who just applied for tenure.

"It seems more appropriate and reasonable in this day in time because of all the things we are juggling. We are constantly moving from one thing to the next and trying to keep all the balls in the air."

    zz[What some fastest-growing jobs pay]

Sure, a career isn't supposed to be all about the money. Everyone has different criteria for what makes a good job. For some, it's the challenge; for others, it's a sense of fulfillment.

Regardless of the reasons why we chose our career, we do it to bring in a paycheck -- and a high salary is always a selling point. It's also smart to invest your training and educational dollars into a career with stability and good growth prospects. (After all, what good is a potential job if you can never get hired?)

Perhaps that's why these jobs are expected to be so popular in upcoming years. The following jobs are growing so quickly that all 10 made the Bureau of Labor Statistics' list of the 30 fastest-growing jobs through 2014. But just as importantly, they topped the fastest-growing list in terms of salary. Here are the best of the best:

    1. Computer systems software engineer -- $81,140*

Computer systems software engineers work to coordinate a company's computer needs and maintain its computer systems. They may also set up a company's intranets to ease communication between the various departments. Most jobs require a bachelor's degree in computer science or computer information systems.

    2. Computer applications software engineer -- $76,310

Computer applications software engineers use programming languages such as C++ and Java to design, construct and maintain general computer applications software. Most jobs require at least a bachelor's degree, but some more complex jobs require a graduate degree.

    3. Biomedical engineer -- $70,520

Biomedical engineers combine biology, medicine and engineering to develop ways to solve medical and health-related problems. For example, they may research and develop artificial organs or prostheses. Employers usually require a graduate degree -- even for entry-level jobs.

    4. Physician assistant -- $69,250

Physician assistants provide diagnostic, therapeutic and preventive healthcare services. They examine, diagnose, treat and write prescriptions for patients, but their work is done under a doctor's supervision. Most programs require at least a bachelor's degree and graduation from a formal physician assistant education program.

    5. Environmental engineer -- $67,620

Environmental engineers work to combat environmental damage by researching and developing solutions to problems like pollution control, ozone depletion and wildlife protection. Most jobs require at least a bachelor's degree.

    6. Computer systems analyst -- $67,520

Computer systems analysts help an organization get the most for their technology investment dollars by solving computer problems and planning and developing new computer systems. Educational requirements vary by the employer and job complexity, ranging from a two-year degree to a graduate degree, and may include continuing education and certification.

    7. Database administrator -- $61,950

Database administrators ensure system performance by setting up computer databases, testing and coordinating modifications to computer systems, identifying user requirements and adding new users to the system. Employers prefer candidates with technical degrees, but the specific level of education and type of training required depends on the complexity of the job and employers' needs.

    8. Physical therapist -- $61,560

Physical therapists help patients suffering from injuries or disease to restore function, improve mobility, relieve pain and prevent or limit permanent disabilities. Aspiring therapists must graduate from an accredited physical therapist educational program and pass a licensure exam.

    9. Network systems and data communication analyst -- $61,250

Network systems and data communication analysts are responsible for keeping electronic communications like Internet, voice mail and e-mail up and running. They spend much of their days testing and evaluating systems including local area networks (LANs), wide area networks (WANs) and intranets.

Depending on employer and complexity of the job, educational requirements range from an associate's degree to a computers-related bachelor's degree.

    10. Hydrologist -- $60,880

Hydrologists study water -- its quantity, distribution, circulation, and physical properties both above and underground. Their work is particularly useful to environmental preservation and flood control efforts. A bachelor's degree is a must, but employers are increasingly interested in master's degrees for entry-level positions.
